It is probably happen when new YouTube user try to join YouTube Partner Program they are stuck on this following screen
Why it happens ..?
Reasons:
- It usually happen when you have an ad blocker on your browsers
- If you block 3rd party cookies in your browsers Settings (like AdBlock and NoScript)
- If your browsers Recent Version is old and it does not meet Adsense Requirement.
how you can know that if your browser doesn't meet the adsense requirement.It is mostly happen with google chrome if the highlighted sigh as shown in the following image is orange color it's mean that your browser is not compatible with adsense.
Solutions:
(1) Make sure your browser is set to accept 3rd party cookies, and you may need to temporarily disable extensions (especially those like AdBlock and NoScript)
(2) Just Update your recent browser to continue YouTube adsense
